PhD Candidate From LSU’s Department of Oceanography & Coastal Sciences Receives 2004 Sea Grant Knauss Fellowship Award

Evaristo Liwa, a PhD candidate in the School of the Coast and Environment, has been awarded a Sea Grant Knauss Fellowship for 2004. The Dean John A. Knauss Marine Policy Fellowship provides opportunities for a small number of graduate students to spend a year in the legislative and executive branches of the federal government, working on national policy issues related to marine and coastal issues. Liwa received an Executive Branch appointment at the National Science Foundation Division of Ocean Sciences to identify and coordinate coastal and marine scientists from around the world with those un the U.S. Ten Legislative and 23 Executive fellowships were awarded.

Prior to his study at LSU, Liwa worked with city and national government agencies in Tanzania on coastal management issues. The Fulbright Scholar’s PhD research, A Neural Network Model for Classification of Coastal Wetlands Vegetation Structure with Moderate Resolution Spectro-radiometer (MODIS) Data, involves applying satellite technology in the coastal management arena. “Mr. Liwa is interested in understanding the processes at work in the coastal zone and in the scientific management of these resources. As a Fellow at NSF, Mr. Liwa will gain invaluable experience and expertise in facilitating collaboration between U.S. and international scientists. The project will be invaluable for him, LSU, the Department of Oceanography and Coastal Sciences, and Tanzania,”said Dr. Lawrence Rouse of the LSU Dept. of Oceanography and Coastal Sciences. Dr. Rouse is the chair of Liwa’s dissertation committee.

The Louisiana Sea Grant College Program sponsored Liwa in the fellowship competition. Candidates sponsored by 16 of the 30 Sea Grant Programs in the U.S. received fellowships. For more information on the Knauss Fellowship, contact the Louisiana Sea Grant Office.
